License to practice suspended for doctor
A 55-year-old Quad-City dermatologist has had his license to practice suspended by the Iowa Board of Medical Examiners, or IBME.
Israel V. Fernando, who has offices in Davenport, Clinton, Bettendorf, as well as the Illinois cities of Moline, Kewanee, Aledo and Geneseo, had his license suspended by the board Tuesday.
The board said that, “the deficiencies in Dr. Fernando’s professional competency are so widespread and serious that he is not safe to practice medicine in a competent manner until he successfully completes Board-approved residency training.”
A hearing on the matter is scheduled for July 17.
The IBME said that on Aug. 25, 2005, the board charged Fernando for “failing to provide appropriate care and treatment to numerous dermatology patients.”
On Sept. 14, 2006, Fernando entered into a settlement agreement with the board to complete a comprehensive competency evaluation. The evaluation program then concluded that Fernando has “very serious competency deficiencies” and recommended that he complete residency training.
