LeClaire council keeps boat parking measure alive

LeCLAIRE, Iowa — LeClaire boating enthusiasts can breathe a sigh of relief. The City Council passed a preliminary resolution by a 4-0 vote Monday night to address parking concerns on the riverfront levee during peak boating times.
The issue arose earlier this year when the LeClaire Levee Board asked the council to consider charging both residents and non-residents fees for boat trailer parking.
The quiet area turns busy on summer weekends when boaters show up eager for an excursion on the Mississippi River.
“LeClaire residents will have a free sticker to show that they’re a resident and can park in the LeClaire-resident-parking-only area,” council member Mary Farmer said. “If anyone else parks in there, they get a fine.”
The levee has 70 vehicle/ trailer parking spaces on the north end.
The measure incorporates a provision to designate
10 spaces specifically for residents-only use during weekends and holidays.
Specifically, the weekend means Friday, Saturday and Sunday, Mayor Robert Scannell said.
City officials still need to finalize policies and ordinances on the matter, City Administrator Edwin Choate said.
The preliminary resolution prohibits parking on the grass and stipulates straight-in parking only around the perimeter of the levee.
Violators will pay a $50 fine.
The city already has an ordinance in place that prohibits boat trailer parking south of Jones Street, Choate said.
“We finally got something I can live with,” Scannell said after the vote was taken. In previous discussions, he put his foot down on the idea of making residents pay for the privilege of parking on the levee.
“What about the possibility of closing the ramp when it gets full? People only park on the grass and do those crazy things when they get desperate,” Mike Couch of the LeClaire Levee Board said.
Putting up a sign could make launching watercraft more challenging for people who have driven a long ways at today’s gasoline prices, Police Chief James Pfeiffer said.
The city needs to order stickers and determine how to get those to residents, Farmer said.
