Repairs on hold at Silvis intersection

Q: When will the six-way intersection at Avenue of the Cities and 19th Street in Silvis, Ill., be repaired? There are major problems in this small area, including a 34-inch drop in the pavement going west right in the middle of the intersection — not just potholes, but sections extending over 100 feet and a foot wide. This stretch needs to be replaced — not patched. When the potholes all connect and become vast stretches of unsafe roads, then it’s time for immediate action or all of our cars will continue to suffer damage by fault of the city.

A: The intersection actually falls under state jurisdiction, so the Illinois Department of Transportation, or IDOT, is responsible for maintenance and repairs. Trisha Thompson, field engineer for IDOT, said there are no plans to fix the road in the next five years.
Silvis City Administrator Jim Grafton said he agrees that the intersection shows signs of deterioration and needs attention. The city is planning to improve the intersection into Twin Oaks shopping center (Hy-Vee) with a signalized, full access design, he said. Construction is scheduled to be complete sometime next year.
Q: Why doesn’t the payment station at the Harrison Street parking ramp in Davenport accept debit and credit cards?

A: “The city has made a conscious decision at this time to not accept credit or debit cards at its parking facilities,” said Alan Guard, finance director for the city of Davenport. “Companies that issue credit cards and debit cards charge a fee to the businesses that accept them from their customers. These fees are passed on to all customers in the form of higher prices, whether they use a credit card or pay cash.”
Guard said the city would have to increase its parking rates if it accepted the cards. “We feel that is not an equitable method given that the majority of our users pay cash or pay monthly with a check. They would be paying for a serving that they would not be using.”
Q: Why has Neil Kastor on WQAD-TV, Ch. 8, been moved to weekends? I like Anthony Peoples very much, but I’m shocked that someone with as much experience as Neil would be put on weekend duty. After what happened to Terry Swails, I have to ask: Are Neil’s days numbered, too?

A: “Neil Kastor’s days at WQAD are not numbered,” emphasized Larry Rosmilso, general manager of the station. “He is still our chief meteorologist and a very vital part of our weather team along with James Zahara and Anthony Peoples.”
Kastor is still doing the prime early weather casts and the 10 p.m. on Fridays and Saturdays and the 5 p.m. and 6:30 p.m. weather casts on Tuesdays, Wednesdays and Thursdays, Rosmilso said. “WQAD is simply ‘changing the batting order’ to see how each (Neil and Anthony) do in their new respective positions. You will continue to see Neil a lot on WQAD as you have for the past 23 years.”
Q: What is the current rate of inflation?

A: The Associated Press reported April 21 that the rate of inflation is 4 percent over the previous 12 months, according to Department of Labor numbers.

Karen from Davenport called to let us know that radio commentator Paul Harvey’s wife, Lynne “Angel” Cooper Harvey, died Saturday at her home at the age of 92 from leukemia. Although Harvey had planned to return to the airwaves after his own illness, he has not in light of his wife’s death.
