Scott County puts cap on lots in a development

The Scott County Board of Supervisors gave final approval Thursday to a subdivision ordinance that limits the number of lots in a development, and made changes to road and septic tank requirements.

The board also voted to end a moratorium on applications to the planning and zoning commission for re-zonings, sketch plans for plats.

The moratorium had been in place since Jan. 24.

Thursday’s vote was the second vote on the ordinance that also received a public hearing.

The ordinance limits subdivisions to 30 lots, unless a street is extended to the boundary of adjoining undeveloped property, then the subdivision can be comprised of 50 lots.

Subdivisions are also required to install septic systems to county health department standards. Developments with 30 or more lots of less than one acre must have common sanitary sewage treatment systems, according to the ordinance. A development within a half-mile of a public water utility must connect to it.

Storm water facilities must be able to capture the runoff of a 100-year storm, according to the new ordinance. A fence is also required between a subdivision and property with agricultural land use. The type of fence will be determined by the Board of Supervisors, with the developer paying the costs of building or repairing a fence.

 In other action, the board also approved the $308,724 bid for an expansion project to the Eldridge maintenance facility. The Secondary Roads department budgeted $300,000 for the project.

Swanson Construction came in with the lowest bid. The highest bid received for the project was from Valley Construction for $389,900.
