Temporary housing arrives in Louisa County for flood victims

WAPELLO, Iowa — Temporary housing trailers have arrived for flood victims in Louisa County.
Flood victims received a mixed bag of news from federal and local officials during a flood meeting last week at Solid Rock Baptist Church in Wapello.
Federal Emergency Management Agency, or FEMA, officials urged everyone who needed housing to register with FEMA for the temporary housing. A list would be compiled and calls started shortly.
Louisa County Assessor Greg Johnson also reported that flood maps show most property owners in the Oakville area would not be required to raise their dwellings if they rebuild. Johnson said the National Flood Insurance Program maps indicated most dwellings were located outside the standard 100-year flood zone.
Johnson also reported some zoning restrictions would be eased for the flood victims, including restrictions on placing two dwellings on less than five acres. He said the waiver would only apply to properties where the primary dwelling had been damaged.
The news was not as good for cabin owners along the Iowa, Cedar and Mississippi Rivers, Johnson said.
He said except for some cabins at HawkEye Woods, an area on the Iowa River west of Oakville, cabins that have been destroyed by the flooding likely will not be rebuilt.
The news was not all good for some at the meeting.
One woman pleaded for help to decrease the threat of future flooding. Johnson said levees would need to be strengthened, but said doing that would be determined by legislators. He also downplayed efforts to abate property taxes, explaining that would harm local governments’ budgets that have already been set.
