WAPELLO, Iowa — A $5 sewer surcharge will help fund mandated sewer improvements in Wapello.

An ordinance amendment to allow the surcharge was unanimously approved by the City Council Thursday. Two additional readings of the ordinance are needed before the surcharge goes into effect.

The city is under federal and state mandates to separate the combined sanitary and storm sewers into separate systems, install lagoon aeration improvements, install storm sewer intakes in the south end and other work.

The council also unanimously agreed to amend its required residency ordinance. Under the current ordinance, all city employees must live within eight air miles of the city limits. Under the new proposal, the current limit would be continued for all employees except police officers, who would be required to live inside the city limits. Two additional readings of the proposal must be approved.

In other action, the council agreed to begin advertising for a full-time, third-shift police officer to replace officer Chantz Bieri. Bieri claims he was forced to resign last month after being unable to report to work because of flooding. The council agreed if a replacement is acceptable, the officer would also assume Bieri’s K9 duties.
