EM Council gives green light to voluntary recycling

East Moline residents who want to participate in voluntary curbside recycling need to contact the city’s maintenance and services department at (309) 752-1573.
The City Council approved plans Monday to move forward with voluntary services provided by Midland Davis Co. of Moline, but the city needs at least 400 households to participate in order to sign a two-year contract, Mayor John Thodos said.
Midland Davis owner Marty Davis thinks the city will get double that based on what he’s seen from Rock Island residents who started a similar voluntary program earlier this year. About 1,800 Rock Island residents are participating.
“We’re expecting that it will be probably 800 to 1,000,” he said of East Moline sign ups. “It’s very encouraging to see.”
Thodos said city leaders have discussed starting a curbside recycling program for years but without a solid re-sale market for the materials the city thought it would be too costly.
“We’ve heard that people have wanted this for a long time,” he said. “If you don’t use it, you don’t have to pay for it. It’s not mandatory.”
Davis said the more people who sign up, the cheaper it will be. If the city gets 400 to 600 participants the price will be $3.80 per month, per household. The price drops to $3.65 for 601 to 800 sign ups and to $3.50 for over 800. The cost will be included on the resident’s water bill.
The containers will cost $45 for a 48 gallon container, $51.50 for 64 gallons and $58.45 for 96 gallons.
Thodos said the program could start by late this year or early 2009. He said getting residents to sign up quickly will make a difference.
“If we receive 400 (sign ups) sooner rather than later we could move forward with this,” Thodos said. “The more people that sign up the cheaper the cost.”
