Police arrest suspect in Davenport robberies

A man who wielded a weapon that he later said was a BB gun is the suspect in at least three Davenport robberies within the last week.

Davenport police officers arrested Raphael Toney, 53, of 121 W. 8th St., Apt. 9, about 2 a.m. Sunday in connection with a string of robberies at two

gasoline stations and one cash advance outlet.

Police “examined numerous surveillance videotapes from the businesses and those in the immediate area,” said Capt. David Struckman, commander of the Criminal Investigation Division. “That evidence and subsequent surveillances made it possible to develop suspect information.”

Toney faces charges in connection with three robberies, the first of which was Aug. 10 at the Big 10 Mart, 5310 Brady St. The other two robberies were Aug. 13 at Hy-Vee Gas Station, 2353 W. Locust St.; and Saturday at Hometown Cash Advance, 1734 Washington St. 

Witnesses described the man as being slender and wearing a ski mask and carrying a rifle or some kind of “long gun” wrapped in a plastic bag with gray tape on it. He demanded money that was placed in a black duffel bag and then fled each scene.

Toney told police that the weapon is a BB gun. A gun, a ski mask and a black duffel bag containing cash were discovered in the trunk of a vehicle Toney had been seen driving, according to the police report.

When one victim was shown a photo lineup of six similar-looking people (including Toney), the victim immediately identified him and said, “I could never forget his eyes,” the police report stated.

Officers found Toney, a former Clinton, Iowa, resident, and a vehicle that had been identified as being involved in the robberies. A black Nike duffel bag with cash and the gun that was not described in the police report were discovered in the trunk of a vehicle Toney had been seen driving, police said.

Toney was being held Sunday night in the Scott County Jail pending a court appearance.

His residence is in the Chateau Apartments, a brick apartment building in central Davenport. The building’s owner is listed on the online Scott County Assessor’s Web site as “Blessed Kingdom Discount Outlet.”

The method used in the Davenport robberies resembles other robberies reported in the Quad-City area, Struckman said, but Toney has not been charged in any other case.

A Davenport man was being held late Sunday in Scott County Jail, where he faces charges of hosting a drug house.

The Walcott Police Department, the Iowa State Patrol and the Clinton Police Department assisted in the investigation. Officials from other jurisdictions also plan to interview Toney about similar crimes in other cities.

Toney’s arrest was at least the second Sunday at Chateau Apartments. Charles Phillips, 60, was taken into custody shortly before 2 a.m. when Davenport Police officers served a search warrant at his residence.

Inside, officers discovered drug paraphernalia and 1.0 grams of crack cocaine, police said.

Davenport police officers arrested a Davenport man today in connection with a string of robberies at Davenport businesses.

Toney has been charged with three counts of first-degree robbery in these cases:

- Aug. 10 at BP gas station, 5310 Brady St.

- Aug. 13 at Hy-Vee Gas Station, 2353 W. Locust St.

- Saturday at Hometown Cash Advance, 1734 Washington St.

He is being held in the Scott County Jail pending a court appearance.

Robbery witnesses said a man entered the businesses with some kind of “long gun” and demanded money that was placed in a black Nike duffel bag. The suspect then fled the scenes. Toney told police that the weapon is a BB gun.

The method used by the robber as he carried out the crime resembles other robberies in Davenport and possibly others in the Quad-City area, Struckman said.

Assisting in the investigations were the Walcott Police Department, the Iowa State Patrol and the Clinton Police Department assisted in the investigation. Officials from other jurisdictions also plan to interview Toney about similar crimes in other cities.
