The driver of a car that was involved in a fatal traffic collision Saturday is expected to turn himself into Davenport police sometime Friday on charges stemming from the crash, Davenport Police Capt. David Struckman said.

Robert B. Hartz, 21, of Sterling, Ill., is charged with homicide by vehicle, operating while intoxicated first offense and disobedience to a traffic control device.

At 4:06 a.m. Saturday, a black Kawasaki motorcycle driven by Jerry Alan Andresen, 41, of Maquoketa, was southbound on Welcome Way. Andresen was in the center lane approaching 53rd Street.

Andresen’s motorcycle slammed into a Mercury Grand Marquis driven westbound on 53rd Street by Hartz as both vehicles entered the intersection. The charges allege Hartz ran the red light at the intersection.

Andresen, who was wearing a helmet, was thrown from his motorcycle. He was taken to Genesis Medical Center-East Rusholme Street, Davenport, where he was pronounced dead.

Hartz was uninjured. A passenger in Hartz’ car received minor injuries but refused medical treatment.

Homicide by vehicle is a Class B felony under Iowa law that carries a prison sentence of up to 25 years. OWI first offense is a serious misdemeanor under Iowa law that carries a jail sentence of up to one year.
