CBS and DISH can’t see eye to eye

For awhile now, channel 4 has been taken off DISH Network.
According to a press release by DISH, CBS 4 is asking for an unrealistic rate increase.
Excuse me, why would DISH Network have to pay in the first place? This is free TV offered over the air to anyone within range.
The revenue of CBS 4 should be decreased as advertisers now reach fewer
viewers.
