Vehicle owners wanted for road use study

University of Iowa Public Policy Center is looking for drivers to participate in a national study to test a new approach for financing roadways. The study will test an approach that would tax drivers for the actual miles traveled.
To volunteer, participants must own a vehicle and agree to have small computers with a global positioning system temporarily installed on their vehicles. Data collected will result in the distribution of tax funds for road improvements to states, counties or cities where travel took place.
If the system being tested were adopted, a vehicle owner would receive a periodic bill. However, for the study, no money will be collected. Technology and user acceptance will be tested while motorists’ privacy will be respected, according to Lori Jarmon, project manager of operations.
The new system will be tested in Cedar, Clinton, Delaware, Dubuque, Jackson, Jones, Linn, Muscatine and Scott counties in eastern Iowa as well as other states.
Participants will be paid $895 over 10 months of the study.
The U.S. Department of Transportation is studying alternative methods of maintaining roadways because of depleting transportation funds. Currently, the federal Highway Trust Fund supports transportation infrastructure mostly with funds from motor fuel taxes.
