Maquoketa council may hold special election

MAQUOKETA, Iowa — Maquoketa City Council members could not agree who to select as a 1st Ward council member replacement this week, so the decision may go to a special election.
Five candidates sought the appointment to replace Matt Winegar, who resigned last month after he moved out of the city.
Council members took two votes on two of the candidates and each ended in a tie, which means the motion was defeated.
Candidates Kim Galloway and Lori Crouch each received the identical number of votes. The other three candidates were Ed Turney, Dave Wiersma and Deb Wilhelm.
Council members made no comments as to how they voted.
A special meeting is scheduled at 5 p.m. Monday with a possible council appointment as the only item on the agenda.
Mayor Tom Messerli said late Friday afternoon, one of the candidates, Turney, turned in a petition requesting a special election for the 1st Ward position. Council members will address the petition at the Monday night special meeting.
Jackson County Auditor M. Joelle Deppe said it takes
15 signatures from 1st Ward residents to require the special election. Deppe said a special election could be held in December. Candidates would file nominating papers to have their name on the ballot.
She estimated the cost for the special election at about $2,000 to the city, depending on the hours the polls are open and how many workers are needed.
The new council member would serve until the next regular city election in November 2009.
